Malta’s National AI Strategy

‘Strategy and Vision for Artificial Intelligence in Malta 2030’ is the National AI Strategy which was developed by the Maltese Government to focus on investment, resources and attention in ways that maximise the benefits for Malta and its contributions to the global economy. This National AI Strategy aims to map the path for Malta to gain a strategic competitive advantage in the global economy as a leader in the AI field with the use of a holistic approach. It also aims to give due focus to the needs of various different groups of stakeholders as the country looks forward to achieving its vision.

This strategy is built on three strategic pillars which focus on boosting investment, innovation and adoption. Moreover, the strategy contains three strategic enablers that cut across the three aforementioned areas. Hence, the strategy’s wide-reaching nature ensures that it is inclusive and does not leave any segment of society unduly burdened or left behind.

Malta – The Ultimate AI Launchpad

The Ultimate AI Launchpad document sets a vision for Malta to become the “Ultimate AI Launchpad” by 2030. This documents also sets the strategy, which is supported by a series of actions, to be undertaken between 2019-2023, that lay the foundations to get there.

It contains a total of 72 different AI action points which include 6 AI pilot projects covering:

  • Traffic Management;
  • Education;
  • Health;
  • Customer Service;
  • Tourism;
  • Utilities.
 

The Malta Ethical AI Framework

The Malta Ethical AI Framework, ‘Malta – Towards Trustworthy AI’ was established to provide a set of guiding principles, trustworthy AI governance and control practices.

This was established with the ambition of creating a practical and workable framework that is able to serve as a guide and enabler for AI practitioners to create trustworthy AI in Malta and beyond.

 

A blueprint for Malta’s National AI Strategy

A high-level policy document, Malta – Towards an AI Strategy, was developed in March 2019 by the Malta.AI Taskforce to provide the blueprint and the key areas of focus for the National AI Strategy.

 

National AI Strategy and Vision Realignment

MDIA is currently undergoing a re-alignment process for the national AI Strategy and Vision, scheduled for completion in 2024.

This undertaking is marked by an intensive stakeholder engagement initiative, comprising individual meetings with representatives from various entities. The purpose is to gather diverse perspectives and insights that will enrich the realignment of the AI Strategy and Vision.

Moreover, as part of this inclusive approach, we extend an earnest invitation to the public to provide constructive feedback.

Malta AI Strategy Action Points

The Strategy is built on three strategic pillars which are Investment, Start-Ups & Innovation, Public Sector Adoption and Private Sector Adoption, as well as three strategic enablers which are Education & Workforce, Legal & Ethical Framework and Ecosystem Infrastructure.

Each of these pillars and enablers have a certain amount of AI action points related to them, making up a total of 72 AI actions to be undertaken.

The MDIA has been tasked with the responsibility for the monitoring and governance of the strategy’s implementation.

There are 17 AI action points related to investment, start-ups and innovation with the following aims and objectives:

  • Establish right conditions for Malta to become a leading centre for the application of AI solutions;
  • Increase R&D activity in Malta;
  • Support entrepreneurs to establish AI-related business ventures and scale;
  • Attract international talent, entrepreneurs and investors to Malta.

  • Encourage the procurement of smart technologies;
  • Implement 6 high-profile AI pilot projects.

  • Help local businesses to incorporate AI into their business;
  • Build trust in how AI works in terms of transparency and accountability.

Education & Workforce

There are 22 AI action points related to education and workforce with the following aims and objectives:

  • Understand and plan for the impact of technology and automation on the Maltese labour market;
  • Equip the workforce with stronger digital competencies and new skills;
  • Build awareness amongst the general population of what AI is and why it is important;
  • Build awareness of AI amongst students and parents;
  • Foster and embrace the adoption of AI in education;
  • Develop teachers’ knowledge and awareness of AI in education;
  • Equip all students enrolled in higher education programmes in Malta with AI skills;
  • Increase the number of graduates and postgraduates with AI-related degrees.

  • Launch the world’s first national AI certification framework;
  • Appoint a Technology Regulation Advisory Committee to advise on legal matters;
  • Set up a Regulatory Sandbox for AI and a Data Sandbox for AI.

  • Incentivise further investment in data centres;
  • Establish a Digital Innovation Hub (DIH) with a focus on AI;
  • Increase the extent of the open data availability to support AI use cases;
  • Provide cost-effective access to compute capacity;
  • Expand Malta’s data economy through 5G and IoT;
  • Identify best practices for securing national AI solutions.
